The U.S. Coast Gaurd estimates about 2.5 million gallons of oil entering the seas each year. Of the oil entering the seas:

• 45% is from runoff (cars)
• 20% is from oil seeps (oil coming out naturally)
• 25% is from spills and blowouts
• 10% is from chronic leaks

Seeps and chonic leaks are difficult to contatin. However, runoff, spills and blowouts are problems that can be contained.

During the Persian Gulf war, the government of Iraq dumped 250 million gallons of oil into the Persian Gulf.
